			<content:encoded><![CDATA[<p>Las Pinas East National High School – an institution that for years served as a nourishing abode for all kinds of students. This school, together with the people who makes it function, continuously supports and trains young students to grow up and be able to face the challenges of the real world. It started brightening lives since that fateful year of 1986 when the principal of CAA Elementary School, Mr. Zoro Zapanta, decided to widen the scope of his school by welcoming high school students. He started with a humble beginning of two first year sections and a second year section – all of which held classes after the dismissal of the elementary students. “If you can dream it, you can become it. If you can believe it, you can have it.” This proved true for our host campus. After the school started enrollment continued increasing until Las Pinas East National High School could no longer accommodate the incoming students. This pushed a decision to make a change. Mrs. Purificacion Aranda, principal of Las Pinas National High School and Mrs. Ma. Luisa Santos, head of the Guidance Services of the same school referred to then municipal mayor, Hon. Rosalino Riguera for an adequate school site. Together, the three of them showed dedication and commitment to their goal of negotiating a school site at Verdant Acres Subd. In Pamplona III. All sacrifices paid off when the Resolution No. 116.89 series of 1989 was adopted by the municipal officials. 4,000 square meters open space located in Verdant Acres Subdivision was renovated to perfectly fit as the site of a new public high school. A 10-classroom, 2-storey building immediately followed marking the beginning of Las Pinas East National High School birth and journey. Indeed, making a school function justly and molding it to be able to serve students efficiently are tasks never too easy. After the construction of Las Pinas East National High School pioneer building, facilities and systems deemed necessary were built. The mayor of Las Pinas sanctioned the appropriation of 100,000.00 for the comfort room constructions and another 56,000.00 for the electrical system installations. Then, after the laborious efforts, the fruits of all hard work started showing. Las Pinas East National High School finally opened its doors for all qualified high school students, S.Y. 1990-1991. During the direction of Dr. Isabelita Z. Montesa, which lasted from the year 1990 up to the 4th day of November 1991, the DPWH Building came to existence. It is a 2-storey bldg. with 6 rooms – 1 industrial room and 5 academic classrooms which amounted to 5,131,960.00 from the National funds. Improvements continued as new decision makers moulded Las Pinas East National High School. From the year 1991 – 1993, Ms. Maria Lucia R. Santos succeeded in acquiring the school’s independence funded by the Local gov’t. Moreover, S.Y. 1992-1993 presented the school with 2615 enrollees, 2435 promotion candidates, and 334 graduates. And, in the course of the year 1992, Pimentel Bldg. was added to the school’s growing beauty. The newly built building was 2-storey with 4 rooms – 2 canteens, 1 academic classroom and 1 MAPEH faculty. The cost was 3,462,840.00 funded by the National Fund. Another leader who steered Las Pinas East National High School to further success in fulfilling its role to the community came in 1993 and supervised the school up to School Year 1998 – 1999. She is Ms. Andrelina J. Villanueva. This woman of essence made things even go smoother. During the S.Y. 1993-1994, there were already 3133 enrollees, 3090 for promotion, and 586 graduates. The numbers increased as years passed. S.Y. 1995-1996 with 4746 enrollees; S.Y. 1997-1998 with 4964 enrollees, 3959 promotion candidates, and 943 graduate students. Infrastructures were also made during Ms. Villanueva’s supervision. Such were the completion of SEDP 1 Bldg. and SEDP 2 Bldg. in 1993. SEDP 2 is a 2-storey bldg. with 5 rooms – 1 Science faculty room, 1 laboratory, and 3 acad. Rooms. Meanwhile, SEDP 1 is also a 2-storey bldg. but with only 4 rooms – 1 guidance office, 1 H.E. room, 1 Filipino faculty room, and 1 library. During the year 1996, Aguilar bldg. was born. It is an impressive 3-storey bldg. with 15 rooms – 1 Principal office, ½ for the Accounting and the other half for the clinic. 1 computer room and 12 academic classrooms. The total costs of infrastructures in 1993 was 8,177,800.00 while in 1996 it reached 113, 801, 150.00 – the former funded by the National Funds while the latter by the Local fund. In 1997, after bravely tackling all hurdles, the Department of Education recognized the school’s accomplishments and was given the National status. Another woman yet again held the role of being the ship’s captain so to say. Dr. Maria Luisa Santos determinedly faced the challenge of leaving a bequest in her wake. She handled the school from S.Y. 1999- 2000 to S.Y. 2001 – 2002. The number of enrollees in her first year of supervision reached 4904, 4058 for promotion and 853 graduates. In the course of the S.Y. 2000-2001, there were already 5470 enrollees, 4283 for promotion, and 968 graduation studes. In the year 2001-2002, there were 6470 enrollees, 4302 promotion candidates and 889 graduates. Following Dr. Santos was Mrs. Eugenia V. Guerra who managed the school for 6 School years, from S.Y. 2002-2003 up to S.Y. 2007 &#8211; 2008. The number of enrollees in her first year of supervision reached 6165, 4936 for promotion and 924 graduates. In the course of the S.Y. 2003-2004, there were already 5628 enrollees, 4811 for promotion, and 1042 graduation studes. In the year 2004-2005, there were 5401 enrollees, 5213 promotion candidates and 1088 graduates. The number of enrollees during S.Y. 2005-2006 reached 4320, 4303 for promotion and 1088 graduates; S.Y. 2006 – 2007 had 4205 enrollees, 3590 promotion candidates and 892 graduates; S.Y. 2007 – 2008 had 4361 enrollees, 3742 promotion candidates and 742 graduates; and during her last year, the number of enrollees reached 4843, 3955 for promotion, and 833 graduates. In terms of infrastructures Mrs. Guerra also handled everything effectively. In 2006, in fact, the New Bldg. was built. It is a 2-storey bldg. with 2 rooms – ½ T.L.E Faculty, ½ Social Studies faculty, and 1 academic classroom. Moreover in 2007, the Principal Led was constructed. This infrastructure is described as a 3-storey bldg. with 2 rooms – 1 faculty (Values, English, and Mathematics) and 1 Demonstration Room. And now, Las Pinas East National High School has tackled all endeavors and brought all the lessons with its every trod. Presently, Las Pinas East National High School is managed by Ms. Phondora S. Capistrano and is continually growing under her guidance. As of the S.Y. 2009 – 2010 there were already 4830 enrollees. Las Pinas East National High School is really guided by its vision in accomplishing its mission. Up to now, it remains faithful to its calling &#8211; providing quality education and the best student training to produce globally competent students that our society will be proud of.</p>

			<content:encoded><![CDATA[<p style="text-align:left;"><strong>Before you can write an essay, you need to have an idea as to what you will write. The problem is that sometimes you do know what you want to write about, but you do not know how to begin or how to go about it. This is the point where FREDCCDD can come in handy because it gives you directions. It works by taking advantage of the fact that there are only eight ways in which humans can explain anything. What you do is brainstorm how you might write about a topic from each of the eight ways listed below. When you finish with your list, pick the best avenues of expression and begin freewriting about them. You&#8217;ll probably have more than you need so pick the most interesting points and begin writing. Later, you can revise and edit.</strong><br />
<strong>Facts: Think of all that you know about your topic. Who? What? When? Where? Why? How? List the key points.</strong><br />
<strong>Reasons: Explain why you think your topic is significant and valuable.</strong><br />
<strong>Examples: Come up with as many examples (short and long) as you can that illustrate your topic.</strong><br />
<strong>Definitions: Define any aspects of your topic that may be unfamiliar to your audience.</strong><br />
<strong>Comparisons/Contrasts: Make connections between your topic and things that the reader may know well.</strong><br />
<strong>Causes/Effects: Explain what the effects of dealing with your topic are .</strong><br />
<strong>Descriptions: Give sensory details about your topic or aspects of your topic &#8211; smell, touch, taste, hearing, sight.</strong><br />
<strong>Details of Incidents: People love stories. Think of any stories that you know that are associated with your topic.</strong></p>

<p>Thank you.</p>
<p>Ladies and Gentlemen, Goof afternoon.</p>
<p>Before I begin my report please join me first in a moment of prayer for President Aquino. Senate President Enrile, Speaker Nograles, Senators, Representatives, Vice President de Castro, Former President Ramos, Chief Justice Puno, Ambassadors, friends:</p>
<p>The past twelve months have been a year for the history books. Financial meltdown in the West spread throughout the world….Tens of millions lost their jobs; billions across the globe have been hurt — the poor always harder than the rich. No one was spared…. It has affected us already. But the story of the Philippines in 2008 is that the country weathered a succession of global crises in fuel, in food, then in finance and finally the economy in a global recession, never losing focus and with economic fundamentals intact.</p>
<p>A few days ago Moody’s upgraded our credit rating, citing the resilience of our economy. The state of our nation is a strong economy. Good news for our people, bad news for our critics. I did not become President to be popular. To work, to lead, to protect and preserve our country, our people, that is why I became</p>
<p>President. When my father left the Presidency, we were second to Japan. I want our Republic to be ready for the first world in 20 years.</p>
<p>Towards that vision, we made key reforms. Our economic plan centers on putting people first. Higit sa lahat, ang layunin ng ating mga patakaran ay tulungan ang masisipag na karaniwang Pilipino. New tax revenues were put in place to help pay for better healthcare, more roads, and a strong education system. Housing policies were designed to lift up our poorer citizens so they can live and raise a family with dignity. Ang ating mga puhunan sa agrikultura ay naglalayong kilalanin ang ating mga magsasaka bilang backbone ng ating bansa, at bigyan sila ng mga modernong kagamitan to feed our nation and feed their own family.</p>
<p>Had we listened to the critics of those policies, had we not braced ourselves for the crisis that came, had we taken the easy road much preferred by politicians eyeing elections, this country would be flat on its back. It would take twice the effort just to get it back again on its feet—to where we are now because we took the responsibility and paid the political price of doing the right thing. For standing with me and doing the right thing, thank you, Congress.</p>
<p>The strong, bitter and unpopular revenue measures of the past few years have spared our country the worst of the global financial shocks. They gave us the resources to stimulate the economy. Nabigyan nila ang pinakamalaking pagtaas ng IRA ng mga LGU na P40 billion itong taon, imparting strength throughout the country at every level of government.</p>
<p>Compared to the past we have built more and better infrastructure, including those started by others but left unfinished. The Subic-Clark-Tarlac Expressway is a prime example of building better roads. It creates wealth as the flagship of the Subic-Clark corridor.</p>
<p>We have built airports of international standard, upgraded domestic airports, built seaports and the RORO system. I ask Congress for a Philippine Transport Security Authority Law.</p>
<p>Some say that after this SONA, it will be all politics. Sorry, but there’s more work.</p>
<p>Sa telecommunications naman, inatasan ko ang Telecommunications Commission na kumilos na tungkol sa mga sumbong na dropped calls at mga nawawalang load sa cellphone. We need to amend the Commonwealth-era Public Service Law. And we need to do it now.</p>
<p>Kung noong nakaraan, lumakas ang electronics, today we are creating wealth by developing the BPO and tourism sectors as additional engines of growth. Electronics and other manufactured exports rise and fall in accordance with the state of the world economy. But BPO remains resilient. With earnings of $6 billion and employment of 600,000, the BPO phenomenon speaks eloquently of our competitiveness and productivity.</p>
<p>Let us have a Department of ICT.</p>
<p>In the last four years tourism almost doubled. It is now a $5 billion industry.</p>
<p>Our reforms gave us the resources to protect our people, our financial system and our economy from the worst of shocks that the best in the west failed to anticipate.</p>
<p>They gave us the resources to extend welfare support and enhance spending power.</p>
<p>For helping me raise government salaries through Joint Resolution 4, thank you Congress. Cash handouts give the most immediate relief and produce the widest stimulating effect. Nakikinabang ang 700,000 na pinakamahihirap na pamilya sa programang Pantawid Pamilya. We prioritize projects with the same stimulus effects plus long-term contributions to progress.</p>
<p>Sa pagpapamahagi ng milyun-milyong ektaryang lupa, 700,000 na katutubo at mahigit isang milyong benepisyaryo ng CARP ay taas-noong may-ari na ng sariling lupa. Hinihiling ko sa Kongreso na ipasa agad ang pagpapalawig ng CARP, at dapat ma-condone ang P42 billion na land reform liabilities dahil 18% lamang ang nabayaran mula 1972. It’s timely because it will unfreeze the rural property market. Ang mahal kong ama ang nag-emancipate ng mga magsasaka. Ii-mancipate naman natin ngayon ang titulo. Nakinabang ang pitong milyong entrepreneurs sa P165 billion in microfinance loans.</p>
<p>Nakinabang ang sandaan libo sa emergency employment ng ating economic resiliency plan. Kasama natinngayon ang isa sa kanila, si Gigi Gabiola. Dating household service worker sa Dubai, ngayon siya ay nagtatrabaho sa DOLE. Good luck, Gigi. Nakinabang ang isang milyong pamilya sa programang pabahay at palupa, mula Pag-Ibig, NHA, community mortgage program, certificates of lot award, at saka yung inyong loan condonation. Salamat. Our average inflation is the lowest since 1966. Last June, it dropped to 1.5%.</p>
<p>Paano?</p>
<p>Proper policies lowered interest rates, which lowered costs to business and consumers. Dahil sa ating mga reporma, nakaya nating ibenta ang bigas NFA sa P18.25 per kilo kahit tumaas ang presyo sa labas mula P17.50 hanggang P30 dahil sa kakulangan sa supply sa mundo. Habang, sa unang pagkakataon, nagawa nating itaas ang pamimili ng palay sa mga magsasaka, P17 mula sa P11. Dahil sa ating mga reporma, nakaya nating mamuhunan sa pagkain — anticipating an unexpected global food crisis.</p>
<p>Nakagawa tayo ng libu-libong kilometro ng farm-to-market roads at, kasama ng pribadong sector, natubigan ang dalawang milyong ektarya. Mga Badjao gaya ni Tarnati Dannawi ay tinuruan ng modernong mariculture.</p>
<p>Umabot na sa P180,000 ang kinita niya mula noong nakaraang taon. Congratulations, Tarnati. We will help more fisherfolk shift to fish farming with a budget of P1 billion.</p>
<p>Dahil dumarami na naman daw ang pamilyang nagugutom, mamumuhunan tayo nga panibago sa ating hunger mitigation program na sa nakaraan ay napatunayang mabisa. Tulungan niyo ako dito Kongreso. Mula pa</p>
<p>noong 2001, nanawagan na tayo ng mas murang gamot. Nagbebenta tayo ng gamot na kalahating presyo sa libu-libong Botika ng Bayan at Botika ng Barangay sa maraming dako ng bansa. Our efforts prodded the pharmaceutical companies to come up with low-cost generics and brands like RiteMed. I supported the tough version of the House of the Cheaper Medicine law over the weak version of my critics. The result: the drug</p>
<p>companies volunteered to bring down drug prices, slashing by half the prices of 16 drugs. Thank you, Congressmen Cua, Alvarez, Biron and Locsin.</p>
<p>Pursuant to law, we are placing other drugs under a maximum retail price. To those who want to be President, this advice: If you really want something done, just do it. Do it hard, do it well. Don’t pussyfoot. Don’t pander. And don’t say bad words in public. Sa health insurance, sakop na ang 86% ng ating populasyon. Sa Rent Control Law ng 2005 hanggang 2008, di pwedeng lumampas ng 10% ang pagtaas ng upa taon-taon.</p>
<p>Ayon sa kakapirma nating batas may isang taong moratorium, tapos hanggang 7% lamang ang maaaring pagtaas.</p>
<p>Salamat, Kongreso.</p>
<p>Noong isang taon, nabiyayaan ng tig-P500 ang mahigit pitong milyong tahanan bilang Pantawid Koryente ng mga small electricity users. Yung presyo ng koryente, ang EPIRA natin ang sagot. EPIRA dismantled monopoly. Ngunit minana natin yung power purchase agreements, kaya hindi pa natin makakamtan yung</p>
<p>buong intended effect. Pero happy na rin tayo, dahil isang taon na lamang iyan. The next generation will benefit from low prices from our EPIRA. Thank you. Samantala, umabot na sa halos lahat ng barangay ang elektrisidad. We increased indigenous energy from 48% to 58%. Nakatipid tayo ng dollars tapos malaki pa ang na-reduce na oil consumption. The huge reduction in fossil fuel is the biggest proof of energy independence and environmental responsibility. Further reduction will come with the implementation of the Renewable Energy Act and the Biofuels Act. Again thank you.</p>
<p>The next generation will also benefit from our lower public debt to GDP ratio. It declined from 78% in 2000 to 55% in 2008. We cut in half the debt of government corporations from 15% to 7%. Likewise foreign debt from 73% to 32%. Kung meron man tayong malaking kaaway na tinalo, walang iba kundi conjured the demon of foreign debt. We exorcised it. The market grows economies. A free market, not a free-for-all.</p>
<p>To that end, we improved our banking system to complement its inherent conservatism. The Bangko Sentral has been prudent. Thank you, Governor Tetangco, for being so effective. The BSP will be even more effective if Congress will amend its Charter. We worked on the Special Purpose Vehicle Act, reducing non-performing loans from 18% to 4% and improving loan-deposit ratios.</p>
<p>Our new Securitization Law did not encourage the recklessness that brought down giant banks and insurance companies elsewhere and laid their economies to waste. In fact, it monitors and regulates the new-fangled financial schemes. Thank you, Congress.</p>
<p>We will work to increase the tax effort through improved collections and new sin taxes to further our capacity to reduce poverty and pursue growth. Revenue enhancement must come from the Department of Finance plugging leaks and catching tax and customs cheats. I call on tax paying citizens and tax paying businesses help the BIR and Customs cut those cheats. Taxes should come from alcohol and tobacco and not from books. Tax hazards to lungs and livers, do not tax minds. Ang kita mula sa buwis ng alak at sigarilyo ay dapat gamitin sa kalusugan at edukasyon. Pondohan ang Philhealth premiums ng pinakamahihirap.</p>
<p>Pondohan ang mas maraming classroom at computers.</p>
<p>Pardon my partiality for the teaching profession. I was a teacher. Kaya namuhunan tayo ng malaki sa education at skills training.</p>
<p>Ang magandang edukasyon ay susi sa mas magandang buhay, the great equalizer that allows every young Filipino a chance to realize their dreams. Nagtayo tayo ng 95,000 na silid-aralan, nagdagdag ng 60,000 na guro, naglaan ng P1.5 billion para sa teacher training, especially for 100,000 English teachers. Isa sa pinakamahirap sa Millennium Development Goals ay yung Edukasyon para sa Lahat pagdating ng 2015. Ibig sabihin, lahat ng nasa tamang edad ay dapat nasa primary school. Halos walang bansang makakatupad nito.</p>
<p>Ngunit nagsisikap pa rin tayo. Nagtayo tayo ng mga paaralan sa higit sanlibong barangay na dati walang eskwelahan upang makatipid ng gastos sa pamasahe ang mga bata. Tinanggal natin ang miscellaneous fees para sa primary school. Hindi na kailangan mag-uniporme sa mga estudyante sa public school. In private high schools, we finance half of the students. We have provided college and post-graduate education for over 600,000 scholars. One of them, Mylene Amerol-Macumbal, finished Accounting at MSU-IIT, then she went to law school, and placed second in the last bar exams, the first Muslim woman bar topnotcher.</p>
<p>Congratulations!</p>
<p>In technical education and skills training, we have invested three times that of three previous administrations combined. Narito si Jennifer Silbor, isa sa sampung milyong trainee. Natuto siya ng medical transcription.</p>
<p>Now, as an independent contractor and lecturer for transcriptions in Davao, kumikita siya ng P18,000 bawat buwan. Good job, Jennifer. The Presidential Task Force on Education headed by Jesuit educator Father Bienvenido Nebres has come out with the Main Education Highway towards a Knowledge-Based Economy. It envisions seamless education from basic to vocational school or college.</p>
<p>It seeks to mainstreams early childhood development in basic education. Our children are our most cherished possession. In their early years we must make sure they get a healthy start in life. They must receive the right food for a healthy body, the right education for a bright and inquiring mind — and the equality of opportunity for a meaningful job. For college admission, the Task Force recommends mandatory Scholastic Aptitude Tests. It also recommends that private higher education institutions should be harmonized with state universities and colleges, and also the CHED should oversee local universities and colleges. For professions seeking international recognition — engineering, architecture, accountancy, pharmacy and physical therapy –it recommends radical reform: 10 years of basic education, two years of pre-university before three years of university.</p>
<p>Our educational system should make the Filipino fit not just for whatever jobs happen to be on offer today, but also for whatever economic challenge life will throw in their way. Sa hirap at ginhawa, pinapatatag ang ating bansa ng ating Overseas Filipinos. Iyong padala nilang $16 billion noong isang taon ay record. Itong taon, mas mataas pa. I know that this is not a sacrifice joyfully borne. This is work where it can be found — in faraway places, among strangers with different cultures. It is lonely work, it is hard work. Kaya nagsisikap tayong lumikha dito sa atin ng mga trabahong maganda ang sahod, so that overseas work will just be a career choice, not the only option for a hard-working Filipino.</p>
<p>Meanwhile, we should make their sacrifices worthwhile. Dapat gumawa tayo ng mas epektibong proteksyon at pagpapalawak ng halaga ng kanilang pinagsikapang sweldo. That means stronger consumer protection for OFWs investing in property and products back home. Para sa kanila, pinapakilos natin ang Investors Protection Task Force. Hindi ako nag-aatubiling bisitahin ang ating taong bayan at kanilang mga host sa buong mundo – mula Hapon hanggang Brazil, mula Europa at Middle East hanggang sa American Midwest, nakikinig sa kanilang mga problema at pangangailangan, inaalam kung paano sila matulungan ng ating pamahalaan — by working out better policies on migrant labor, or by saving lives and restoring liberty. Pagpunta ko sa Saudi, pinatawad ni Haring Abdullah ang pitong daang OFW na nasa preso. Pinuno nila ang isang buong eroplano at umuwi kasama ko.</p>
<p>Mula sa ating State Visit sa Espanya, it has become our biggest European donor. At si Haring Juan Carlos ay nakikipag-usap sa ibang mga bansa para sa ating mga namomroblemang OFW. Ganoon di si Sheikh Khalifa, ang Prime Minister ng Bahrain.</p>
<p>Pagpunta ko sa Kuwait, Emir Al-Sabah commuted death sentences. We thank all our leaders, all world leaders who shown compassion with our workers. Our vigorous international engagement has helped bring in foreign investment. Net foreign direct investments multiplied 15 times during our administration. Kasama ng ating mga Together with our OFWs, they more than doubled our foreign exchange reserves. Pinalakas ang ating piso at naiwasan ang lubhang pagtaas ng presyo. They upgraded our credit because while the reserves of our peers have shrunk this past year, ours reserves grew by $3 billion.</p>
<p>Our international engagement has also corrected historical injustice. The day we visited Washington, Senator Daniel Inouye successfully sponsored benefits for our veterans as part of America’s stimulus package.</p>
<p>I have accepted the invitation of President Obama to be the first Southeast Asian leader to meet him at the White House, later this week. That he sought the Philippines testifies to our strong and deep ties. High on our agenda will be peace and security issues. Terrorism: how to meet it, how to end it, how to address its roots in injustice or prejudice — and first and always how to protect lives.</p>
<p>We will discuss nuclear non-proliferation. The Philippines will chair the review of the nuclear weapons non-proliferation Treaty in New York in May 2010. The success of the talks will be a major diplomatic achievement for us. There is a range of other issues we will discuss, including the global challenge of climate change, especially the threat to countries with long coastlines. And there is the global recession, its worse impact on poor people, and the options that can spare them from the worst.</p>
<p>In 2008 up to the first quarter of 2009 we stood among only a few economies in Asia-Pacific that did not shrink. Compare this to 2001, when some of my current critics were driven out by people power. Asia was then surging but our country was on the brink of bankruptcy.</p>
<p>Since then, our economy has posted uninterrupted growth for 33 quarters; more than doubled its size from $76 billion to $186 billion. The average GDP growth from 2001 to the first quarter of 2009 is the highest in 43 years.</p>
<p>Bumaba ang bilang ng mga nagsasabing mahirap sila sa 47% mula 59%. Maski lumaki ang ating populasyon, nabawasan ng dalawang milyon ang bilang ng mahihirap. GNP per capita rose from a Third World $967 to $2,000. (applause) Lumikha tayo ng walong milyong trabaho, an average of a million a year, much, much more than at any other time.</p>
<p>In sum:</p>
<p>1. We have a strong economy in a strong fiscal position to withstand political<br />
shocks.<br />
2. We built new modern infrastructure and completed unfinished ones.<br />
3. The economy is more fair to the poor than ever before.<br />
4. We are building a sound base for the next generation.<br />
5. International authorities have taken notice that we are safer from environmental degradation and man-made disasters.</p>
<p>As a country in the path of typhoons and in the Pacific Rim of Fire, we must be as prepared as the latest technology permits to anticipate natural calamities when that is possible; to extend immediate and effective relief when it is not….The mapping of flood and landslide-prone areas is almost complete.</p>
<p>Early warning, forecasting and monitoring systems have been improved, with weather tracking facilities in Subic, Tagaytay, Mactan, Mindanao, Pampanga. We have worked on flood control infrastructure like those for Pinatubo, Agno, Laoag, and Abucay, which will pump the run off waters from Quezon City and Tondo flooding Sampaloc. This will help relieve hundreds of hectares in this old city of its age old woe.</p>
<p>Patuloy naman iyong Camanava, dagdag sa Pinatubo, Iloilo, Pasig-Marikina, Bicol River Basin, at mga river basin ng Mindanao.</p>
<p>The victims of typhoon Frank in Panay should receive their long-overdue assistance package. I ask Congress to pass the SNITS Law.</p>
<p>Namana natin ang pinakamatagal ng rebelyon ng Komunista sa buong mundo.</p>
<p>Si Leah de la Cruz isa sa labindalawang libong rebel returnee. Sixteen pa lang siya nang sumali sa NPA.</p>
<p>Naging kasapi sa regional White Area Committee, napromote sa Leyte Party Committee Secretary. Nahuli noong 2006. She is now involved in an LGU-supported handicraft livelihood training of former rebels. We love you, Leah!</p>
<p>There is now a good prospect for peace talks with both the Communist Party of the Philippines and the MILF, with whom we are now on ceasefire.</p>
<p>We inherited an age-old conflict in Mindanao, exacerbated by a politically popular but near-sighted policy of massive retaliation. This only provoked the other side to continue the war.</p>
<p>In these two internal conflicts, ang tanong ay hindi, “Sino ang mananalo?” kundi, bakit pa ba kailangang mag-laban ang kapwa Pilipino tungkol sa mga isyu na alam naman nating lahat na di malulutas sa dahas, at mareresolba lang sa paraang demokratiko?</p>
<p>There is nothing more that I would wish for than peace in Mindanao. It will be a blessing for all its people, Muslim, Christian and Lumads. It will show other religiously divided communities that there can be common ground on which to live together in peace, harmony and cooperation that respects each other’s religious beliefs.</p>
<p>At sa lahat ng dako ng bansa, kailangan nating protektahan ang ating mga mamamayan kontra sa krimen’ — in their homes, in their neighborhoods, in their communities. How shall crime be fought? With the five pillars of justice, including crime fighters. We call on Congress to fund more policemen on the streets.</p>
<p>Real government is about looking beyond the vested to the national interest, setting up the necessary conditions to enable the next, more enabled and more empowered generation to achieve a country as prosperous, a people as content, as ours deserve to be.</p>
<p>The noisiest critics of constitutional reform tirelessly and shamelessly attempted Cha-Cha when they thought they could take advantage of a shift in the form of government. Now that they feel they cannot benefit from it, they oppose it.</p>
<p>As the seeds of fundamental political reform are planted, let us address the highest exercise of democracy…voting!</p>
<p>In 2001, I said we would finance fully automated elections. We got it, thanks to Congress. At the end of this speech I shall step down from this stage but not from the Presidency. My term does not end until next year. (applause) Until then, I will fight for the ordinary Filipino. The nation comes first. There is much to do as head of state — to the very last day.</p>
<p>A year is a long time. Patuloy ang pamumuhunan sa tinatawag na three E’s ng ekonomiya, environment at edukasyon. There are many perils that we must still guard against.</p>
<p>A man-made calamity is already upon us, global in scale. As I said earlier, so far we have been spared its worst effects but we cannot be complacent. We only know that we have generated more resources on which to draw, and thereby created options we could take. Thank God we did not let our critics stop us.</p>
<p>As the campaign unfolds and the candidates take to the airwaves, I ask them to talk more about how they will build up the nation rather than tear down their opponents.</p>
<p>Give the electorate real choices and not just sweet talk.</p>
<p>Meanwhile, I will keep a steady hand on the tiller, keeping the ship of state away from the shallows some prefer, and steering it straight on the course we set in 2001.</p>
<p>Ang ating taong bayan ay masipag at maka-Diyos. These qualities are epitomized in someone like Manny Pacquiao.</p>
<p>Manny trained tirelessly, by the book, with iron discipline, with the certain knowledge that he had to fight himself, his weaknesses first, before he could beat his opponent.</p>
<p>That was the way to clinch his victories and his ultimate title: ang pinakadakilang boksingero sa kasaysayan.</p>
<p>Mabuhay ka, Manny!</p>
<p>However much a President wishes it, a national problem cannot be knocked out with a single punch. A president must work with the problem as much as against it, turn it into a solution if she can.</p>
<p>There isn’t a day I do not work at my job or a waking moment when I do not think through a work-related problem. Even my critics cannot begrudge the long hours I put in. Our people deserve a government that works just as hard as they do.</p>
<p>A President must be on the job 24/7, ready for any contingency, any crisis, anywhere, anytime.</p>
<p>Everything right can be undone by even a single wrong. Every step forward must be taken in the teeth of political pressures and economic constraints that could push you two steps back-if-you flinch and falter. I have not flinched, I have not faltered. Hindi ako umaatras sa hamon.</p>
<p>And I have never done any of the things that scared my worst critics so much.</p>
<p>They are frightened by their own shadows.</p>
<p>In the face of attempted coups, I issued emergency proclamations just in case.</p>
<p>But I was able to resolve these military crises with the ordinary powers of my office. My critics call it dictatorship. I call it determination. We know it as strong government.</p>
<p>But I never declared martial law, though they are running scared as if I did. (laughter) In truth, what they are really afraid of is their weakness in the face of this self-imagined threat.</p>
<p>I say to them: do not tell us what we all know, that democracy can be threatened. Tell us what you will do when it is attacked.</p>
<p>I know what to do:</p>
<p>As I have shown, I will defend democracy with arms when it is threatened by violence; with firmness when it is weakened by division; with law and order when it is subverted by anarchy; and always, I will try to sustain it by wise policies of economic progress, so that a democracy means not just an empty liberty but a full life for all.</p>
<p>I have never expressed the desire to extend myself beyond my term.</p>
<p>Many of those who accuse me of it tried to cling like nails to their posts.</p>
<p>I am accused of misgovernance. Many of those who accuse me of it left me the problem of their misgovernance to solve. And we did it.</p>
<p>I am falsely accused, without proof, of using my position for personal profit.</p>
<p>Many who accuse me have lifestyles and spending habits that make them walking proofs of that crime.</p>
<p>We can read their frustrations. They had the chance to serve this good country and they blew it by serving themselves.</p>
<p>Those who live in glass houses should cast no stones. Those who should be in jail should not threaten it, especially if they have been there.</p>
<p>Our administration, with the highest average rate of growth, recording multiple increases in investments, with the largest job creation in history, and which gets a credit upgrade at the height of a world recession, must be doing something right, (applause) even if some of those cocooned in corporate privilege refuse to recognize it.</p>
<p>Governance however, is not about looking back and getting even. It is about looking forward and giving more — to the people who gave us the greatest, hardest gift of all: the care of a country.</p>
<p>From Bonifacio at Balintawak to Cory Aquino at EDSA and up to today, we have struggled to bring power to the people, and this country to the eminence it deserves.</p>
<p>Today the Philippines is weathering well the storm that is raging around the world. It is growing stronger with the challenge. When the weather clears, as it will, there is no telling how much farther forward it can go.</p>
<p>Believe-in-it. I believe.</p>

			<content:encoded><![CDATA[<p><strong>Writing a News Story</strong></p>
<p><strong>1. What can I write about? What is news?</strong></p>
<p>On the surface, defining news is a simple task. News is an account of what is happening around us. It may involve current events, new initiatives or ongoing projects or issues. But a newspaper does not only print news of the day. It also prints background analysis, opinions, and human interest stories.</p>
<p>Choosing what&#8217;s news can be harder.</p>
<p>The reporter chooses stories from the flood of information and events happening in the world and in their community. Stories are normally selected because of their importance, emotion, impact, timeliness and interest. Note: all these factors do NOT have to coincide in each and every story!</p>
<p><strong>2. Identify what kind of a story it is</strong></p>
<p><strong>Hard news</strong> (+/- 600 words): This is how journalists refer to news of the day. It is a chronicle of current events/incidents and is the most common news style on the front page of your typical newspaper.</p>
<p>It starts with a summary lead. What happened? Where? When? To/by whom? Why? (The journalist&#8217;s 5 W&#8217;s). It must be kept brief and simple, because the purpose of the rest of the story will be to elaborate on this lead.</p>
<p>Keep the writing clean and uncluttered. Most important, give the readers the information they need. If the federal government announced a new major youth initiative yesterday, that&#8217;s today&#8217;s hard news.</p>
<p><strong>Soft news</strong> (+/-600 words): This is a term for all the news that isn&#8217;t time-sensitive. Soft news includes profiles of people, programs or organizations. As we discussed earlier, the &#8220;lead&#8221; is more literary. Most of YPP&#8217;s news content is soft news.</p>
<p><strong>Feature</strong> (+/-1500 words): A news feature takes one step back from the headlines. It explores an issue. News features are less time-sensitive than hard news but no less newsworthy. They can be an effective way to write about complex issues too large for the terse style of a hard news item. Street kids are a perfect example. The stories of their individual lives are full of complexities which can be reflected in a longer piece.</p>
<p>Features are journalism&#8217;s shopping center. They&#8217;re full of interesting people, ideas, color, lights, action and energy. Storytelling at its height! A good feature is about the people in your community and their struggles, victories and defeats. A feature takes a certain angle (i.e. Black youth returning to church) and explores it by interviewing the people involved and drawing conclusions from that information. The writer takes an important issue of the day and explains it to the reader through comments from people involved in the story.</p>
<p>Hint: Remember to &#8220;balance&#8221; your story. Present the opinions of people on both sides of an issue and let the readers make their own decision on who to believe. No personal opinions are allowed. The quotes from the people you interview make up the story. You are the narrator.</p>
<p><strong>Editorial</strong>: The editorial expresses an opinion. The editorial page of the newspaper lets the writer comment on issues in the news. All editorials are personal but the topics must still be relevant to the reader.</p>
<p>Young People&#8217;s Press publishes two types of editorials:</p>
<p><strong>Youthbeat</strong> (+/- 700 words): Youthbeat&#8217;s are YPP&#8217;s editorial bread and butter. It&#8217;s your story, from your point of view. Tell it like it is. Youthbeats usually (but not always) combine personal experience(s) with opinion/analysis. Essentially, you establish your credibility by speaking from experience.</p>
<p><strong>My Word!</strong> (+/-600 words): An opinion piece. Short, sweet and to the point. Not as likely to be a personal narrative. Christmas &#8220;spirit&#8221; bugs you? Say why. Had an encounter with a cop that left you sour? Same deal. Be strong. If you don&#8217;t like something, don&#8217;t beat around the bush. This is a space for you to rant and roll with as much emotive power as possible.</p>
<p><strong>3. Structure for your article</strong></p>
<p>The structure of a news story (hard &amp; soft news &amp; features) is simple: a lead and the body.</p>
<p><strong>The lead</strong><br />
One of the most important elements of news writing is the opening paragraph or two of the story. Journalists refer to this as the &#8220;lead,&#8221; and its function is to summarize the story and/or to draw the reader in (depending on whether it is a &#8220;hard&#8221; or &#8220;soft&#8221; news story &#8211; See below for the difference between these two genres of news stories).</p>
<p>In a <strong>hard news story</strong>, the lead should be a full summary of what is to follow. It should incorporate as many of the 5 &#8220;W&#8217;s&#8221; of journalism (who, what, where, when and why) as possible. (e.g. &#8220;Homeless youth marched down Yonge St. in downtown Toronto Wednesday afternoon demanding the municipal government provide emergency shelter during the winter months.&#8221; &#8211; Can you identify the 5 W&#8217;s in this lead?)</p>
<p>In a <strong>soft news story</strong>, the lead should present the subject of the story by allusion. This type of opening is somewhat literary. Like a novelist, the role of the writer is to grab the attention of the reader. (e.g. &#8220;Until four years ago, Jason W. slept in alleyways&#8230;&#8221;) Once the reader is drawn in, the 5 &#8220;W&#8217;s&#8221; should be incorporated into the body of the story, but not necessarily at the very top.</p>
<p><strong>The body</strong><br />
The body of the story involves combining the opinions of the people you interview, some factual data, and a narrative which helps the story flow. A word of caution, however. In this style of writing, you are not allowed to &#8220;editorialize&#8221; (state your own opinion) in any way.</p>
<p>Remember:</p>
<p>The role of a reporter is to find out what people are thinking of an issue and to report the opinions of different stakeholders of an issue. These comments make up the bulk of the story. The narrative helps to weave the comments into a coherent whole. Hint: Stick to one particular theme throughout the story. You can put in different details but they all have to relate to the original idea of the piece. (e.g. If your story is about black youth and their relationship with the police you DO NOT want to go into details about the life of any one particular youth).</p>
<p>As a reporter, you are the eyes and ears for the readers. You should try to provide some visual details to bring the story to life (this is difficult if you have conducted only phone interviews, which is why face-to-face is best). You should also try to get a feel for the story. Having a feel means getting some understanding of the emotional background of the piece and the people involved in it. Try to get a sense of the characters involved and why they feel the way they do.</p>
<p>Okay, got it? Let&#8217;s look at two examples as a way of summarizing the essentials:</p>
<p>Youth are banding together to start an organization. You want to show why are they doing that and the changes are they trying to make in the world. You want to say who they are and the strategies they are using.</p>
<p>An artist is having her first show. Why? What is it that she believes about her art? Is her artistic process rational or from the soul? What does the work look like?</p>
<p><strong>4. Further tips for news writing</strong></p>
<p>Finding story ideas</p>
<ul>
<li>Keep your eyes and ears open; listen to what your friends are talking about.</li>
<li>Read everything you can get your hands on; get story ideas from other newspapers and magazines.</li>
<li>Think of a youth angle to a current news story.</li>
<li>Research a subject that interests you ask yourself what you would like to know more about.</li>
<li>Talk to people in a specific field to find out what is important to them.</li>
</ul>
<p>Newsgathering</p>
<ul>
<li>Begin collecting articles on your subject.</li>
<li>Talk to friends and associates about the subject.</li>
<li>Contact any agencies or associations with interest or professional knowledge in the area.</li>
<li>Create a list of people you want to interview; cover both sides of the story by interviewing people on both sides of the issue.</li>
<li>Collect government statistics and reports on the subject get old press releases or reports to use as background.</li>
</ul>
<p>Interviewing do&#8217;s and don&#8217;ts</p>
<ul>
<li>Be polite.</li>
<li>Explain the ground rules of the interview to people unfamiliar with how the media works &#8211; this means that you tell them the information they give you can and will be published. If they do not want any part of what they say published, they need to tell you it is &#8220;off the record.&#8221;</li>
<li>Tape the interview (so if anyone comes back at you, you have the proof of what was said).</li>
<li>Build a relationship with the person being interviewed.</li>
<li>Start with easy questions; end with difficult questions.</li>
<li>Read the body language of the person you&#8217;re interviewing and if they get defensive, back away from the question you are asking and return later.</li>
<li>Don&#8217;t attack the source.</li>
<li>Keep control of the interview; don&#8217;t let the subject ramble or stray from the subject.</li>
<li>On the other hand, don&#8217;t let your &#8220;opinion&#8221; of what the story should be colour the interview. Always remember that the person you are talking with knows more about the subject than you do.</li>
</ul>
<p>Organizing the information</p>
<ul>
<li>Gather your notes, interviews and research into a file.</li>
<li>Review your notes.</li>
<li>Look for a common theme.</li>
<li>Search your notes for good quotes or interesting facts.</li>
<li>Develop a focus.</li>
<li>Write the focus of the article down in two or three sentences.</li>
</ul>
<p>Writing and editing</p>
<ul>
<li>Remember you are the narrator, the story teller.</li>
<li>Don&#8217;t be afraid to rewrite.</li>
<li>Be as clear and concise in the writing as possible.</li>
<li>Avoid run-on sentences.</li>
<li>Be direct.</li>
<li>Tell a good story.</li>
<li>Tell the reader what you think they want to know.</li>
<li>Always ask yourself what the story is about.</li>
<li>Read the story out loud; listen carefully.</li>
</ul>

<p>       The Las Pinas East National High School (LPENHS) was privileged to join a five-day training seminar on content and web development sponsored by Smart Communications.</p>
<p>        Two teachers and two students represented the school. Mr. Nestor Traballo (adviser of the Blue Palm),  Mrs. Flora “Jinky” Isada (School Webmaster),  and students Rossan Ignacio and Martha John dela Cruz ( incoming third year students) attended the training.</p>
<p>            The seminar, with the theme “Content Generation and Web Development Training,” was held on May 11-15 at the San Juan de Letran in Intramuros, Manila, and was attended by more than 80 participants from more than 20 schools nationwide. The training was conducted under the Smart Schools Program.</p>
<p>          The participants were divided into groups: the web design group, which focused on developing a website for their school, and the content group, which focused on generating material for the school website.</p>

<p>           Las Piñas East National High School has finally launched its official website from the joined ICT program under Smart School in partnership of Philippine Business for Social Progress (PBSP), Smart, and DepEd.</p>
<p>          This Website conceived to provide a dynamic online platform for the creation and distribution of user-generated local content, to provide users with venue to reach local contents, and to enhance among education practitioners’ skills in the execution of the program.</p>
<p>          Local contents that describe, promote, and expose untold stories; unpublished works; etc can be featured in the website.</p>

<p>               The enrolment period at the Las Pinas East National High School (LPENHS) for all year levels is scheduled on May 25-27, 2009.</p>
<p>               Enrolment for incoming first and fourth year students which classes are held in the morning is scheduled at 8:00am to 12:00nn and second and third year which classes are held in the afternoon is also scheduled at 1:00 PM to 5:00 PM.</p>
<p>              For old students, the requirements for Enrollees are determined by the School Rules and Regulations or known as Student Manual; for incoming first year students, requirements are the following: Form 137, NSO birth certificate, certificate of good moral character.</p>
<p>              In preparation for the opening of classes this SY 2009 – 2010, the Department of Education (DepEd) reminds public elementary and high school students that all school contributions are on voluntary basis as DepEd Order 33 series of 2007 mandated.</p>

<p>Bird- an awesome and lovely creature.Looking back to the biblical  history of the &#8220;creation&#8221; we will be able to recall that the Creator (God the Father)  once made  all the animals in the day before Adam and Eve were created including the birds in the sky.Birds are  kind of an animal that have the ability to soar high,they have colorful feathers,long and short beaks,some of them are gigantic while others are petite.Let me share to you our wonderful experience-Bird Watching!</p>
<p>It was a beautiful morning with a fine weather when we went outside the campus of San Juan de Letran.We were assisted by the new guest speakers from The Wild Bird Club of the Philippines.The tour started when we were finally given the binoculars to watch the birds in front of the school.The binoculars were really significant and like a compound microscope it can enlarge the object so many times.</p>
<p>At first we used  it to have a larger view of the tower and for the second time  a view for the flying birds.One of the most common birds in the country known as &#8220;maya&#8221; in filpino or Eurasian Tree Sparrow<em>(Passer montanus)</em> was spotted resting on the grass.After the tour along the street the next destination was the hall.At the hall a new bird was seen and  it was the Yellow Vented Bulbul(<em>Pycnonotus golavier</em>).</p>
<p>Its(&#8220;maya&#8221;) black falcon beak extends a little bit longer from the nose.A black line connecting from his nose shades his left and right eyelids.There is a dust-white color that starts from the surrounding of his beak running down to his long fan-like tail.Tricky-brown and gray colors occupy his head extending to the lower portion of his wings and mixed brown and black long feathers overlapping both left and right wings position as a heart shaped.</p>
<p>After half an hour the tour was done bringing the knowledge we gained we went back at the San Juan de Letran.It was a meaningful and enjoyable encounter with nature in the city.            </p>
